Chris Whitlock

Managing Director, Head of Capital Markets, Dallas

Mr. Whitlock joined SAMCO in 2009 as a Managing Director, where he has led the expansion of the firm’s Underwriting and Public Finance presence across Texas and nationally. He has brought more than three decades of financial industry experience, with much of his career dedicated to public finance.

Prior to SAMCO, Mr. Whitlock served as head of the Citigroup Regional Office, where he traded and underwrote municipal bonds. His expertise spans all areas of municipal finance, including a 30-year track record of trading and underwriting a broad spectrum of municipal credits.

Mr. Whitlock holds a bachelor’s degree from the University of Missouri and an MBA from the University of Dallas. He is a former board member of the Municipal Advisory Council of Texas.

Mr. Whitlock is registered with the Financial Industry Regulatory Authority (FINRA) and holds the following licenses: General Securities Principal (Series 24), Municipal Securities Principal (Series 53), Municipal Securities Representative (Series 52), Operations Professional (Series 99), General Securities Representative (Series 7), Limited Representative—Investment Banking (Series 79), and Uniform Securities Agent State Law (Series 63).
