Andrew B. Kim serves as Managing Director at SAMCO Capital Markets, where he helps public education leaders align bond financing strategies with educational goals. He is part of a team known for delivering data-driven execution and broad investor access—leveraging institutional, middle market, and retail distribution channels to optimize pricing and reduce borrowing costs.

Before joining SAMCO, Mr. Kim had a distinguished 15-year tenure as Superintendent of Schools, most recently leading Comal Independent School District. His career in education began as a teacher and administrator with Dallas ISD, followed by leadership roles in Austin ISD, Round Rock ISD, and Manor ISD—where he first served as superintendent.

Mr. Kim has been a trusted advisor at the state level, appointed by the Governor of Texas as Chair of the Next Generation of Assessments and Accountability and Vice-Chair of the State Board for Educator Certification. He also developed Manor New Tech High School in partnership with the Governor’s Office and later chaired the Texas School Safety Center. Additionally, he contributed to multiple Texas Education Agency committees, including those focused on accountability and PEIMS.

Under his leadership, Comal ISD successfully passed the 2015, 2017, and 2021 bond elections, as well as the 2021 Voter-Approved Tax Ratification Election (VATRE). These initiatives enabled the construction and opening of two comprehensive high schools, two middle schools, and two elementary schools. In recognition of his commitment to students and families, he was named the 2018 Superintendent of the Year by the Texas Parent Teacher Association.

Following his work in K–12 education, Mr. Kim joined the Texas Behavioral Science and Policy Institute at the University of Texas at Austin as Director of Research and Outreach, where he played a key role in launching the Fellowship Utilizing the Science of Engagement (FUSE) program.

In 2024, the Texas Commissioner of Education appointed Mr. Kim as Conservator of Socorro ISD, entrusting him with oversight of governance, finance, operations, and academic accountability.

Mr. Kim earned a BA in Medieval Studies and Classical Civilization from Fordham University and completed the Cooperative Superintendency Program in Education Policy and Planning at the University of Texas at Austin. He holds Series 52 and Series 63 securities licenses.
